Administration in PanipatPanipat is a developing city of Haryana, known for its extraordinary history and sustainable industrial growth. Post independence era marked the beginning of a new administrative system in entire country and same happened with the cities like Panipat as well. Soon after its re-establishment as a separate district in 1992, the city witnessed major revivals in general administration. The district was further divided into two sub divisions of Panipat and Samalkha. These divisions are constituted of three tehsils viz, Panipat, Israna, and Samalkha.
As per its current set up, The Deputy Commissioner is the head of general administration in the whole district. Since the administrative control of this district is vested with Rohtak division, this deputy commissioner also works under Commissioner of that division. Then there is a Sub Divisional Officer, Tehsildar, Naib Tehsildar, Judicial Courts, and Police to look after administration of city while for civic administration, there is a municipal body.
Deputy Commissioner of PanipatIn Panipat, the Deputy Commissioner is the highest authority and as such is commended with three principal roles of Deputy Commissioner, District Magistrate, and the Collector of District.
The role of Deputy Commissioner involves miscellaneous responsibilities related to the district administration at large.
Almost every task related to such matters comes under his functioning. Especially for the Panchayati Raj, the Deputy Commissioner of Panipat regulates and looks after the running of panchayats, municipalities, panchayat samitis, trusts, and market committees. Any issue pertaining to these institutions ought to be resolved by him.
The duties of Deputy Commissioner as District Magistrate require him to maintain law and order conditions in the entire district. At executive level, he is responsible to enforce security standards along with exercising judicial duties under the sections of Code of Criminal Procedures. There are Sub Divisional Officers, Tehsildars, and Naib Tehsildars to assist him. Head of the Police department, The Superintendent of Police help him in maintaining law and order situation in the district.
Deputy Commissioner is also the chief authority in revenue division. Under revenue administration, he collects the land arrears and also the revenue in entire district. In the field of revenue judiciary also, he is the highest authority assisted by Sub Divisional officers, Tehsildars, Patwaris, Naib Tehsildars, and Kanungos.
Sub Divisional Officer (Civil) of PanipatFor every sub division, he dons the role similar to that of Deputy Commissioner in a division. His duties also involve executive, revenue, and magisterial functions for which he is authorized to liaison with government and related departments. In the domain of executive powers, his duties involve regulation of local bodies, development, passport, motor taxation, issue and renewal of arms licenses etc.
As far as duties as Sub Divisional Magistrate are concerned, he has to maintain law and order of the district in compliance with judicial powers acceded to him under preventive chapters of code of Criminal Procedure.
His duties as Assistant Collector Grade I are second in line to Collector though in some Acts, he exercises the powers of Collector as well.
Tehsildar and Naib Tehsildar of PanipatThey are primarily entrusted with duties of revenue administration. As such they work in capacity of Assistant Collector Grade II though under some special cases, they may perform duties as Assistant Collector Grade I also. Their duties of revenue collection also involve lot of touring in the entire district. They help to implement development plans of development staff along with other functions including construction of roads, drains, pavement of streets, soil conservation and duties related to rural development.
Police of Panipat
The Police department in Panipat city is headed by Superintendent of Police who is accountable to Inspector General of Police of Rohtak division. While he is next in hierarchy to Deputy Commissioner, he is assisted in his duties by Deputy Superintendent. He also looks after the functioning of Cyber Cell and Traffic Police in the district of Panipat.
District and Sessions Judge in PanipatCriminal and Civil justice within the whole jurisdiction area of Panipat is under the control of District and Sessions Judge. He has 5 Additional District and Sessions Judges, 1 senior sub judge, one Chief Judicial Magistrate, 2 Additional Senior Sub Judges, and five Sub Judges to administer civil as well as criminal justice in this district.
Municipal Corporation of Panipat
Also called as Nagar Nigam Panipat, this is a government body given the duties related to civic administration of this district. The corporation was earlier a municipal Council. Since its conversion into Municipal Corporation, it is infused with more powers and better governance for the administration of civic amenities in the whole district. For performing its multiple duties, it is headed by Mayor who is assisted by Deputy Mayor and Councilors elected by Haryana Urban Local Bodies Department.
